Do URLs only work with Administrator Id & password?

I got the URL to work as long as I use the administrator id & password, but when I change to a user id and password I get.
"Acrobat Reader - File does not begin with "%PDF-"


The URL also works when I am already in Upfront, so the catch is somehow the signon screen.


I have tried the user with Read only and with Read & Execute.

I can sign onto Upfront with this id and view the report in question.

I even tried to rename the report as PDF - Dept Report, but did not make a difference, I think this is one of those errors that is somewhat misleading until you find the answer.
