We want to format and reinstall w2k server on our DNS server. The last person who set this up made it a Domain Controller to run alongside the main DC. Is it okay just to format/re-install immediately, or do we have to do something to it first?

Since this server is a domain controller, i would run dcpromo to demote the server back to a member server, then you can wipe/re-install 2k. Running dcpromo to get it out of the domain cleanly removes it from the AD as a DC.
After running dcpromo, does this, in effect, make it just a member server?
Reason for the question is we have a new member server on the domain, which is much more powerful that the DNS server I was going to rebuild, so maybe it's a good idea just to run dcpromo on the new one?
Yes running dcpromo on a domain controller demotes it to a member server.
Domain controllers or dns servers do no have to be super high end, unless you are running this in a large enterprise setting where you would have exchange2k talking to this domain controller for example. i'd save the nice new server for something else
