DNS Timeout

I am getting the following error while trying to run DCPROMO on a Windows Server 2003 EE machine configured with DNS and with its primary DNS server set to 127.0.0.1:

The SOA query for _ldap._tcp.dc._msdcs.v45.dev.test.com to find the primary DNS server returned:
 This operation returned because the timeout period expired.
(error code 0x000005B4 "ERROR_TIMEOUT")

The computer is not actually on the network as yet...could this be the problem? Is there any way around it without putting the computer on the network? What does this error actually indicate?
 
Don't use 127.0.0.1, as it is not a valid address, it is a loopback address. Use the actual address.

You should use an IP address, routable or private, as dk87 suggests, but you should also specify a static IP address for your DC. Even if you change the IP address later, giving it a static IP at this stage will avoid any problems that you might run into with the DHCP server assigning your DC a different IP once you put it on the network.
