DNS server with changing IPv6 address

I have a perfectly working bind9 server that supports TSIG. There's something very specific about this server and that is that it's IP-address can change from time to time (why? well it's rather complicated).

Now lets say that the DNS server has an initial IP of fd4f:bfaf:83cd:1::fe, then I can perfectly make a connection. But when the IP address changes to d4f:bfaf:83cd:2::fe I get a connection refused (even with telnet). Is there a way to solve this so that I can still connect to the server?
 
Servers should never change ip addresses. Do you have this set up to allow changes, or is the changing of ip's the problem. Need just a little more info. Thanks.

The changing of the ip addresses is some special feature of my design. I'm implementing a network structure that can reconfigure itself automatically from scratch.
E.g. When a link breaks there will be two separate perfectly working networks which all have one "master pc". On that pc some important components run like a Corba Naming Server, and now also a DNS server.

The idea is that when the master pc fails a new master pc will be choosen and will receive a new IP address (an address only a master can receive). Then every pc should be able to connect to the DNS server with the new address.
