DNS question of load balancing and throttling

I want to set up a backup web server at a seperate location and I am wanting to know if I add an (A) record that points to the secondary server on my DNS server, is there any way to throttle the usage of that second server. In other words, because the secondary server is a backup, we are looking to only utalize that (A) record and web server if the primary goes down. I know how to make a floating static route on the router that would bring the whole secondary connection up if the primary goes down, but both connections need to be up at the same time so that option is out. Thanks for any help you can offer.

I know this may not be possible, but alternatives or work arounds are welcome as well. Thanks.
