DNS in LAN without Internet access

Hi,
Is it possible to configure named in local area network whitout access to internet that will return only one ip address no mather what url user will request ??

i tried dnsspoof but it work correctly ( return one ip ) only when ther is internet access, ( if the internet was gone, dnsspoof did not return any answer ).

block it from your firewall, I have rule setup for known web chat forward to company policy site, and just for fun people who want to play online poker, I forward to porn site , it work because they know the big boss monitor the traffic.
