DNS, IIS workstations causing problems with Dynamic updates

In my domain I have windows 2000 DNS running with dynamic updates enabled. The problem is that every workstation that may be running a web server for development reasons is adding a PTR and 2 (A) records. One for the workstations and one for (Same as Parent Folder) which is my domain name XYZ.com and assigns the IP address of itself for the IP address info. The problem is that if Im a user and I type into a browser I may get any of the other workstations as resolution for that url. Is there a way set priority or prohibit these records without diabling dynamic updates. If I delete the record it just gets placed back.
