DNS error creating secondary zone on Windows 2003 DNS from BIND

I get the following error when transfering a zone file from BIND server to Microsoft AD DNS: Event 7500 "The DNS server failed to process a packet from (BIND server). The packet was discarded."

The tcpdump file on BIND shows that it is trying to transfer the zone. Windows appears to be receiving the file but cannot process the zone file. Any suggestions?
