DNS/Bind ptr record not replicating

I run a linux server with bind 9.x and I have serveral zones setup. Everything seems to work fine except the reverse lookup. If you do a nslookup for one of the host names defined by an 'a' record in the bind config the correct address get's returned; however, when I do an nslookup on that address it returns NXDOMAIN: non-existant domain. If I point nslookup at the local server (the dns server in question, not the provider server that it should be replicating to), it works fine.
It's almost like the ptr records just aren't being transfered. Has anyone seen this issue before?
 
What's the IP address in question? It sounds like the zone is not delegated to your server.
