DND not working for 1 user

His phone is forwarded to his cell phone.
he has the mobile app so he can set the dnd remotely and when its set it does not go to voicemail.
his phone isnt going to vm at all. but it seems to have the same cos as the other users and forward no answer internal and external turned on

Forwarding overrides all else. DND will accomplish nothing. he needs to remove forwarding.
