He is either giving you the programming commands for the 4000 or the EU version of the 300.
Your dialect looks US to me, so that's not the right command set if that is the case (WABE = DPLN, and ZIEL = DEST in US for Hicom 300).
Which flavor are you? 9006.what (4, 5, 6?) or which LC-Win version are you running otherwise - 1, 2 or 4?
To the best of my experience, and having used them for 15 years I have come up with some unique workarounds to problems, the DND function can't be told to do different things for day vs night mode. You go into your CFW tab for the station in question, type in a destination extension on the left, and put checkmarks in the DND boxes for inside and outside calls (you can have a different destination for inside vs outside).
Now, depending on what kind of voicemail you have integrated into your system and how you have it configured, you CAN give out different messages for day vs night - *IF* your system actually gets put in NIGHT mode. My operation runs 24 hours and I never get night mode.
Using Siemens PhoneMail as an example, you can set up different classes of service for your users. Within the class of service you get to choose whether to give different messages for internal vs external calls OR day vs night calls, among other things such as number of messages in the mailbox, etc. In that case you would put your receptionist phone into a COS that changes messages for Day vs Night, and I would also set it so it lets them record 3 greetings (day, night, and alternate/vacation). Then when you go into your mailbox to record the greetings instead of recording a greeting for inside callers and a separate one for outside callers you would be recording one for daytime and one for nighttime. The vacation greeting would be used in such a case as a weather-related closing. You would just call in and record that greeting, tell the system to use your alternate greeting, and not touch the phone. Your customers would then get your "We are closed due to weather" greeting. The next day when business returns to usual you go back to the mailbox and tell it to use your regular greetings - no need to re-record them.
If you have a different voicemail system your mileage may vary depending on how tightly integrated it is with the PBX. AVST CallXpress can do time of day messaging if you have the ScheduleXpress option, and I'm sure other systems can do it as well.
The only other way I know of to do time of day based messaging is with ACD. Setting up ACD is too complicated for a web post even if you have it!
