Distrobution list in AD question 1

The only way I have found to make a Distrobution List that adds to the Global Address Book. Is to create a mail enabled group with the people I want to receive the distrobution as members. The problem is this is done with AD Users and Computers and each of my locations want somebody to be able to maintain these lists. IS there a way to do this with or without a 3rd party tool?

The problem with AD Delegation is I don't want these people in AD Users and Computers at all. We are talking receptionists. If I some how don't get the delegation exactly right and I allow more access than I want they are able to mess stuff up. Plus I haven't always found just the rights I want delegated as being an explicit option that I could find.

Set the individuals up as "Managers" of the DL. They can then add and remove users from the list through Outlook.

Look at the "Managed By" tab in the group properties.
