distortion on all analog lines fades in & out

I'm having a problem with distortion on my analog lines. Most inbound calls have some form of distortion on them at some point (comes & goes). Had the phone line co out & they hear the problem but not at the demarc, so it appears to be a hardware issue w/ the avaya. Have an IP office 406. What would be my best way to narrow this down? Sometimes distortion is so bad you can't make outbound calls - it takes the digits but won't make the call & the dialtone sounds very fuzzy/distorted.
 
Just to follow up... the installer didn't ground the unit so apparently a charge had built up on the lines. Checked with a voltmeter & there was 12V potential between the chassis & the ground point. Whenever ring voltage would come through, it would fuzz out all the lines. A hard reboot solved it & now the system is grounded.
 
Thanks for getting back - even though no one here gave an answer its good that you found it and shared it.

I would always recommend grounding every module in the system - just unfortunate that Avaya didn't design the boxes with ground points from day one. Whilst its not always needed, having it doesn't hurt and as you've found it can prevent some problems.
