Yes! Just create an HTML with usual Flash <object>/<embed> tags and use it as your email HTML text. The URL for the SWF must be absolute, obviously.
There's a big caveat though. First of all both you and recipient must be using email clients support HTML format email. Then not all email clients let you view the email embedded SWF (or any plug-in/ActiveX for that matter) for security reasons. Therefore it is safer to include a plain text link to the SWF as well, especially if you are sending out to a group of recipients.
Otherwise it's a good fun sending Flash emails - I have been doing it for New Year's greetings for quite some time!
