Display Nulls in Crosstabs or Report

I'm using CR10. Pulling information on complaints. The manager wants to see all possible complaints categories within complaint subjects in the report and totaling the # complaints per category & Subject. Since no complaints have been registered in several categories is there a way to display all the possible categories? I have linked the Complaint Category table as Left Outter join to the table containing the complaint details, but with no luck. Any ideas?

If your selection criteria is pulling from the table on the right of a left outer join then it cancels the left outer join.

What is your current table structure and linking as well as your selection criteria?
