Discrepency in IRDa connection speeds

I'm using an Infra red connection between 2 PCs

PC1 is W2K and has a built in Infra Red port. It reports the connection speed to be 4Mbps.

PC2 is WXP and uses the Infra Red port through a dongle at the end of a USB1.1 connection. In the Task Manager, it reports the connection speed to be 28Kbps.

Obviously one of them is reporting the speed incorrectly. Any idea whether it is PC1 or PC2?
