Discovering on 4620 Phones

We are running CM3.1.1 and the IP phones are on firmware 2.3. When we plug a phone in it gets all the IP settings from a DHCP server and gets the latest firmware and eventually the screen shows EXT = which is what it should do. Our problem is that in some of our sites (3 out of 28) if you do not log on an extension within 30 seconds the phone goes into Discovering mode. But if you get an extension logged onto the phone it works fine. Again if you log the extension off, after 30 seconds it will go into Discovering mode.

Has anyone experienced this and if so what is the fix?

first of all, upgrade all these phones to the latest 2.4.

Dwalin these phone are on the latest firmware. These are the older model of 4620 IP phone and regardless of whether you put the latest firmware on them they stay at 2.3.
