Disconnect when busy

I have a 406 V3.1 (65) with a weird issue. When callers call out over a PRI and the call goes to a number that is busy, the call gets disconnected and not a busy signal.

I have verified the number called is busy. When the number is available, the call goes thru.

Actually releases prior to 3.1.65 did have a PRI problem where dialing a busy number disconnects without returning a busy signal. At least for me, 3.1.65 resolved this issue.

Maybe disabling the "offhook station" will help? ( i'm pretty sure this causes the problem )

Local Busy Tones enabled?

or if it is a ipphone is local tones ticked ?

I tried local busy tone..no luck. The phones are 44XX Series phones.

If this is dialling a non BT line especcially Telewest then thats the issues, they do not have the correct tones and they know about it!!!
