disconnect users

Previous to our NT server, we used the "whcmd /c" dos based executable to disconnect users before running overnight scheduled jobs and "whohasit.exe" to interactively disconnect users. The closest I have been able to get to this is "Whohasnt", but it lacks many of the features of "whohasit" and cannot be scheduled to run and disconnect all users.
Is there an existing utility with the "whcmd" or "whohasit" functionality?
