I am building a disaster recovery DC on a test network, just incase the original Live DC fails. My DR plan is as below which when carried out on the test DC gives Event ID 16650 SAM errors. Can anyone please advise where i am going wrong ? ,

My Live Enviroment consists of Server 1 DC (London)- DHCP, DNS, Global catalogue, Server 2 DC (London)- Exchange, Server 3 DC (London)- Veritas Backup Exec,
Server 4 DC - NY
Replications occur between Servers 1-4
Instructions used
1. Build Server using SmartStart CD
2. Run Backup Exec intelligent Repair Disk - A:\copyidr.cmd
3. Restore Drives and System State,
4. Once Backup Restored. Reboot Server into Directory Services Restore Mode
5. Update Video Driver (As Live server is a Proliant DL380, DR server is a DL380 G3)
6. Update the Network Drivers with the correct version
7. Update the HP Proliant PCI HotPlug driver with the correct version
8: In C:\winnt\Sysvol directory, move policies and scripts directories in PreExisting folder, up one directory, in order for the NETLOGON share to start
9. Remove Network Adapters (Due to hardware changes TCPIP will need to be re-installed)
10. Remove all of the networking components with the Add/Remove Programs tool. Remove WINS, DHCP, DNS, Simple TCPIP, QOS and Network Monitor Tools.
11. Remove all of the remaining network components by going into the properties of the network adapter and removing each component.
12. Remove the network adapter from the Device Manager.
13. Delete Registry Keys

14. Restart the computer back into the Directory Services Restore mode again.
15. Network adapter is redetected
16. Add TCPIP to Network adapter
17. Enter IP address for DR server (Same as Live DC)
18. From Add/Remove Programs , add back DNS and any other components that had been previously removed
19. Change the startup type of the NetLogon service to Automatic
20. Edit the registry - Local machine\System\CurrentControlSet\Services\Netlogon folder
21. Double-click the DependOnService value
22. Add LanmanServer and Click OK.
23. Restart the computer back into Directory Services Restore mode .
24. Modify the following registry key: HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Tcpip\Parameters
Specify Hostname REG_SZ: XXX
Domain REG_SZ: XXX
NV Hostname REG_SZ: XXX
NV Domain REG_SZ: XXX
25. Restart in Normal Mode.
26. Setup the DHCP scope again
