Disappearing Relationship

Have an access 97 database w/65 table approx 500 queries. Not sure how many relationsips but it's quite a few. I attempt to create relationship between key fields. Line is drawn, with NO errors or messages. Relationship is one->many cascade delete & update. Next I save relationship screen then exit. When I go back to screen these relationships are gone.

Is there a limit on relationships?

What else could be causing this?
