disabling start menu and oulook from hiding menu items

Is there any way of turning off the feature in xp and oulook xp, where the menu items that aren't used as frequently are hidden by those two little arrows at the bottom of the menu?
 
How to Control How Menus Are Displayed
You can control how menus are displayed in Office programs. To do this, follow these steps: 1. Start any Office program.
2. On the Tools menu, click Customize.
3. Click the Options tab.
4. Click to select or click to clear the Always show full menus check box.
5. Click Close.
NOTE: When you click to select or click to clear the Always show full menus check box, this setting affects all your Office programs

not sure about how to do this in winxp however.
 
Right click on the taskbar and select Properties

At the bottom of the new page that pops up, unselect "Hide inactive icons"

For programs listed on the Start Menu.

Bring up the Taskbar and Start Menu Properties. Start Menu/ Customize/ Advanced - Scroll Programs, uncheck this box.

Specifies whether to display the items on the Programs menu as one long scrolling menu or as horizontal pages. Depending on your screen resolution, if you have more than 29 or 38 programs installed, and you select to have one long scrolling menu, you can access the programs you don’t see by clicking the arrow at each end of the list of programs.
