Disabling "edit message" in Outlook

I have Outlook 2000 and Exchange 5.5. I do not want users to be able to edit messages at all. Currently if they open a message and select edit/"edit message" they can edit and save. Can this be disabled?

Sent the message in RTF format and the option will not be available. It will be available in Plain Text and HTML formats.
