Disabling messenger service is not stopping NET SEND

I'm using XP Desktops on W2K server. I am trying to disable the use of the NET SEND command. I have stopped and disabled the Messenger service on the local computer. I have restarted the computer but I can still use net send from a dos prompt to broadcast across the LAN. Has anybody any suggestions? Thanks.
 
Disable the Messenger service in the GPO.

Computer Configuration > Windows Setting > Security Settings > System Services
