Disabled Shutdown In Group Policy

I want to make sure my users are restarting...not shutting down their systems at night so they can get the updates. I saw a setting the group policy to disable this. But it also said it disabled restart as well. I still want them to be able to restart....just not shutdown....any suggestions?
