Disable Windows Firewall

I am trouble shooting a software problem and one of the first suggestions is to turn off Windows Firewall.
I go to Control Panel, Windows Firewall and the On and Off radio buttons are greyed out, so I cannot click Off.
As the computer is part of a Windows Domain with ADS I login as administrator and repeat the steps, but the Off is still not available.
Next I checked for a Group Policy on the computer and on the server, no luck there.
OK, so I tried creating a group policy and disabling Windows Firewall, no luck there.

Besides shooting the darn thing how do I kill Windows Firewall?
 
uh, never mind, you need to Restart for the group policy to take effect, not just logoff/login.
