Disable unwanted .exe from executing

Is there a way in 2000 server to disallow domain users from launching .exe installation files. I thought that all installations need admin rights, however some (like citrix web client) installed without admin rights.

Any ideas...thanks
 
I think Cisco Routers is the wrong forum for this question.

You can setup a Windows Proflile and select which .exe programs they are allowed to execute. This will stop it. But you are posting in the wrong forum. :)
