Disable the Start Menu Context menu

Hi!

I'm looking for a way to disable the context menu in the Start Menu. I've been able to disable the context menu in the Explorer and the taskbar, but I can't find a way to stop it from working when I right-click on the Programs folder.

Or if someone else know, maybe there's a way to prevent the Programs folder from appearing. I'm currently working on securing a desktop computer so that normal users won't be able to do anything (well, mostly anything) and I don't want them to browse the hard disk.
