Other than giving them an analogue hanset,or snapping the button off I don't think so. lol 5402 is speaker only not two way speech though!!

Then on the extension\extn\ tab check 'disable speakerphone' .
Then on the extension\extn\ tab check 'disable speakerphone' .
If not possible then glue it or warn the user that if he uses it again you will be there with a baseball bat
