Disable option for opening or saving a file

I have a customer who is a trainer and would like the students to download files at some point during training. I am doubtful it can happen but would like to know if there is any way to set an option in Windows XP either through registry or elsewhere to disable a feature where it asks you whether you want to save, open, or cancel and just automatically open the file without asking you? I uncheck the box at the bottom where it says not to ask again but the dialog box still appears. Any suggestions? Thank you in advance
 
You say you unchecked the box where is says not to ask again. It would make more sense to me to Check the box, and then select the button you want to be the default (in your case Open).
