disable Internet access

I want to disable Internet access on some machines. No matter who logs in. I do not want these computers to access the internet. I am running XP SP1. I have uninstalled IE, and guess what I can still access the internet. Is this possible?
 
What about setting a DHCP filter on those MAC addresses that prevent assignment of a default gateway?

And in Windows XP where do you set the DHCP filter?

 
Another option, depending on the network....

Uninstall TCP/IP. If you still need network access for printers and such, use a non-routing protocol like NETBEUI.

You cannot uninstall TCP/IP under Windows XP. It is a core service.
 
I have the fix. Will Post next week after testing..
