Disable HTML in Outlook

I need a registry hack to disable HTML and file downloading in Outlook.

I tried to create one in

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options\Mail

DWORD=ReadAsPlain
Value=1

Mail comes in and states that it's been converted to plain text but also allows the user to convert it back to HTML. How do I make it so it's permanent.

Am I in the wrong section of the registry or is my DWORD wrong? Any help will be appreciated.
