Directx 9 problems

I try to download or open up some video programs and I get the following error:
>> DirectX missing or corrupt <<
Install latest version 10
I go to the Microsoft page for DirectX 10 and can not download it
Any help I would appreciated it.

You cannot use DirectX 10 on XP. It is a Vista (and later) only technology

I will trry downloading 9.26.1590 version...
