Directory with OTM

I have a problem to create a user at the directory at the OTM. I can create the Station but when I want to assign this station to employed I cant and I recive a masegge:

"Following errors occurred while submitting the changes. Please correct the errors and resubmit the changes.

Error: Could not connect to CND"

What can I do??
