Directly access a line from 4600 phone 1

Is there a way (I assume that there has to be but I cannot find it) to access an analog trunk directly from a 4600 telephone? i.e. We have an analog truck (204) that a user wants to directly access so that they can check the line for a telephone company dial tone and use it like a regular business line without using ARS. Thanks!
