Is there a command I can use before I make a call to sieze a specific trunk group/trunk number so I can test the quality of the trunk for static, etc.?
You could create a trunk group with only one member of a PRI. Then create a route to that trunk group. Then put a test number in the ars with your newly create route pattern.

This section provides a detailed description of the Facility Test Calls feature.
With the Facility Test Calls feature, you can make test calls to access specific trunks, dual-tone
multifrequency (DTMF) receivers, time slots, and system tones.
You can make test calls from any telephone to test specific trunks. Avaya maintenance
personnel can make test calls from remote locations.
The system supports four types of facility test calls.
? Trunk test for specific tie trunks or central office (CO) trunks.
You cannot test direct inward dialing (DID) trunks with this feature. Your Class of Restriction
(COR) must allow you to use the Facility Access Trunk Test function.
? DTMF receiver test for DTMD receivers that are located on a tone detector or a call
classifier/tone detection circuit pack.
? Time slot test for a specific time slot on the time division multiplex (TDM) buses, or the
out-of-service time slots.
? System tone test for a specific system tone.

You can create a feature access code (FAC) for administrators and users to access the Facility
Test Calls feature. You can also assign a feature button for a user to access the feature from the
user telephone.
If U go to the attendant console, U can access trunks directly using the Outside-line Buttons just above the keypad. If that trunk is idle, the first member is accessed. This is also used to call forward the trunk through the LEC. These lines access the trunk without using ARS, so access to the attdt console should be restricted so people can't call 976-hotbabes and africa after hours.
