different subnets are not communicating

I have 2 machines and one is having 2 NICs having static IP(10.91.100.99/255.0.0.0 and 10.19.240.97/255.255.255.128).
One is connectd to internet broadband and second is connected to second server also having static IPhaving (10.91.100.40/255.0.0.0). OS on both the machines are windows 2000 server.

I am not able to ping 10.19.240.97 from 10.91.100.40????

Can somebody let me know that exact settings to do in Routing and remote access configuration so that I can configure my machine as gateway?????
 
Att command prompt

Type Route Print find out what interface number the 10.91 is on
Type Route Add -P 10.91.100.0 MASK 255.0.0.0 10.91.100.99 IF 1 or 2

More ifo type "route /?" (without quotes) at command prompt.
