Different domain controllers respond when I ping the domain

Is there a way to setup server costs within the same site? I need to get my local DC to respond to clients at my location, and the server from Germany to respond to clients in Germany.

 
I don't know where your local lacation is so I am assuming it is not in Germany. I would set up a second site and add the oppropriate subnets to each site. This will have the desired affect you are looking for.

Sounds like replication traffic is not an issue (being one site for multiple locations), so allow replication times as often as you like.
 
Headquaters are in Texas, and we have a second location in Germany. The issue is not just trying to ping the DNS domain name. When I open up AD Users and Computers from my location it usualy is connecting to the DC in Germany and is very slow. I have to connect to a local DC manually. Any ideas on how to get my local servers to respond to me first?
 
In ADUC you should be able to choose the domain by right clicking on ADUC -> type in domain and click the "Save this setting for the current console" check box. When you close and open the console it should always connect to Texas domain.
