Dialing out of 2216s ??? 1

I have 100 or so 2216s and they are in a remote location on an 11c connected via a tie line to a 61c.
These are used on a davox dialer and work fine calling all areas after making the lopp with the dialer.
The issue is they want to do some manual dialing of a few of these phones and they are getting a fast busy.
I looked at things like the NCOS
and the CLS but I am not certian what all the settings should be to allow me to make a local or long distance call of these phones.
Any help would be greatly appreciated as time is a big issue.

usually an ncos issue, a higher ncos often allows external calls, along with ctd or unr in class. is this part of your local switch or a remote cab?

that frl tells me that i need an ncos of 5 to dial 9 (ac1) plus 1213 to leave this switch on route 156. you switch will be different.. the question was, is that a remote switch? opt 11 style cab doesn't really help. do you dial into that cpu, or do you share a cpu and that is a carrier or fiber remote? that makes a difference before you make any system changes

In LD 87 do PRT, cust 0, feat NCTL at nctl put in 4 to see what FRL is.

Sorry had a bunch of other things going on.

to answer your question I do dial in to this 11c and it does have its own cpu.
It is only connected to a tie line to the 61c.

Here is where i am at now.
the 11c goes out route 2 and on the phone with the TN I posted. If we try acces code 7902 to get out route 2 to the 61c we still get a fast busy.
I am kind of thinking it may be blocked on this end but I am not sure what to check on the 61c.
any suggestions?

lots of possible blocks, tgar/targ is a block on acod ost of the time.. check you load 90 routing as i posted and we will try to fix it, instead of trying to dial around it, since that is broke to

the previous ld 90 info was on the 61 c here
Would you like to know the ld 90 info on the 11c where the phones are?

Check the TGAR of the phone with the TARG of the trunk route. If they match it will not let you dial the Access Code of the Route.
 
Can you post the RLI from the 11C, and rdb. Also print the ESN data block in LD 86 and make sure that the last prompt TGAR, is set to NO. After looking at the TN you should have been able to get dialtone from the route. Also post RDB for the 11c to see if a targ is programmed.
