Dial up network keeps popping up while on LAN

I installed officescan client on Windows 98 laptop. Now the dial up network login screen keeps popping up whenever I try to go to any and all programs, shortcuts, etc. I'm already connected on the LAN, with WAN connectivity, too, so why does this dial up connection keep coming up and how do I make it stop?

Go into IE, Tools | Internet Options, click on the "connections" tab and verify that "dial up settings" is set to never dial a connection.

If this PC is on a LAN, do you even have a modem? If not, maybe you could delete the dialer that is being invoked?
