Is it possible for an outside caller to dial a did to a dn that has a conference call in progress and then be included into that conference call?

Not using a set based conference no. There is a conference circuit card that allows you to host your own conference bridge but I don't think that is what you are asking for in this question.

One option would be to have a short hunt on the phone, so the call presented itself on Key 1, while the conference call is on Key 0. You could place Key 0 on hold, then answer Key 1. Now press conference and select Key 0 and hit conference again. This will bridge all the calls together in one call. I assume you can do this with an existing conference call; I have done this with two seperate calls many times. Not elegant, but possible.

John is 100% correct about the card, an MICB card would do this.

Hope this helps,

Scott M.
