Dial by name directory

How do I enbale dial by name directory?

Have Norstar NVM 4.0.04C


If I do a :
F 960 Dial by name
F 961 Dial by name admin
F 967 Access Dial By Name Directory

All display 'inactive feature'.

How can I enable this featue?
