'Diagnostic Startup' forces Windows Reactivation

I use the 'Diagnostic Startup' setting with msconfig every now and again when troubleshooting/installing certain apps because I simply find it easier than manually choosing what to load at startup. Upon booting into the stripped down mode I get a message;

There have been significant hardware changes since you activated Windows...you have 3 days to reactivate blah blah...

No hardware has been changed. It is becoming a pain to call Microsoft (I have used all my online activations with some systems) every time I wish to use this function.

I could not find a lot of online reference to this and it doesn't seem to happen on all the systems here, so am interested to know if anyone else has come across it.
