DHCP runs out of leases

We have a small network. The only server is set up with DHCP and a scope with a range of 10 leases. Recently we have been running out of IPs on the network. When I view the leases, the workstations appear on the list with the icon of a PC beside it. All of the other leases are taken by the server which have the icon of a computer, phone and an arrow pointing down. Whenever I delete the server leases, they eventually come back to fill up the scope.

Routing and remote access is turned off. I have checked the security logs and nothing looks out of the ordinary.

What is the server doing that is taking up IPs? Are these terminal connections? How can I prevent the server from taking up my IPs?

I apologize for being such a newb but I just inherited this responsibility.

That what has me confused. The server is set up with a static IP. However, when I view the scope leases, the server is also taking up leases in the scope. The icon beside the server leases is different than the icon beside the workstation leases but i dont know what the icons represesnt.

Why would a server with a static IP also take up several leases from my DHCP scope?
 
Even though you know RRAS is stopped just as a test you may want to set the scope of RRAS to a static pool of your choosing and see what happens. In theory it shouldn't get there but weirder things have been known to happen and it may just point you in the right direction.
