What statement in this defines the vlan ID and priority

Nortel-i2004-A,x.x.x.x:4100,1,10;

Is it the 1 and 10 ?
 
In your case "1" is the "action for server" and "10" is the "retry count for server".

VLAN info is provided using a different tag. It is documented in the "Data Networking" NTP.
 
VLAN id is defined in option 191
VLAN:xx. or VLAN:none
