DHCP on a Non-ad Windows 2000 server

I just setup a DHCP server on my network on a Win2K server. I created a scope that has a different range of IP address that my current NT 4 DHCP server. I stopped the service on the nt 4 DHCP and started and activate the 2000 DHCP. When I go to a client machine and release and renew, its not able to find a DHCP server. What gives?
 
Is your client is in the same subnet as DHCP server?
