DHCP not Authorizing

I am setting up a network with a root DC and a child DC below it. I installed a member server under the child to be the DHCP server. When I try to authorize the DHCP server, I get an error saying that I don't have access to the child domain. When I installed the server software on the machine, I joined the child domain without any problems. So, I double check AD on the child DC and there is a computer account there for member server. So what am Im missing,

Maybe you're missing this:

Make sure you logon to your domain, not locally. And your user name must have an administrative(i.e. enterprise administrator) account in your domain.
