So this just started happening out of no where. DHCP is coming from the LAN, the only changes I have been making are on the WAN Side (Added a public IP Address to the "Network Topology" and updated the "Firewall/NAT Type") for my SIP Trunk.
I have had my Lab IPO Acting as the DHCP Server for a month or so now and now all of a sudden phones get stuck on "Waiting for DHCP" and my monitor trace is showing:

485228mS DHCP: DHCP type=DHCPMsgDiscover HTYPE=01 H=C81FEAA0E17E ReqIP=0.0.0.0 CI=Absent
485228mS DHCP: DHCP proxy is NOT possible
MAC Address: C81FEAA0E17E is a J169
If I uncheck: "Apply to Avaya IP Phones Only" it still does not seem to want to work. Thoughts.
