DHCP accross VLANS

Okay here goes the background.

Due to the number of available IP address my predesessor superscoped my IP range. We are in the process of bringing in the local LANs into the area CAN and putting them in DHCP. We have the local LANs in seperate VLANs (some of the lans have 200 to 300 users).

My problem is using Win NT DHCP server and Foundry switches I am not able to pull a DHCP request from a VLAN other than the one where the DHCP server resides.

example
VLAN 2 (with DHCP server as 192.1.1.5) all ports assigned to this VLAN can pull a IP from DHCP
VLAN 3 no DHCP request are pulled from the DHCP server in VLAN 2.
DHCP scope 1 192.1.1.1 to 192.2.1.254 scope 2 192.3.1.1 to 192.4.1.254.

I am more of a switch/router guy and the whole DHCP server thing is killing me. The sysadmin keeps saying that he has built his scopes correctly and it must be my VLANs. I have checked the VLANs over and over (pointer IPs to the right VLAN, UDP helper pointers and the like) but I'm still missing something!

Can anyone help, I buy you a beer if your solution works!!!
