Device & Media Service Hangs

I have a Dell PowerEdge 2400 running Windows 2000 with a 110T DLT 1 Tape Drive. The tape drive recently went bad and I replaced it with an identical unit from dell. Now the Device & Media Service hangs when starting. I have uninstalled and reinstalled Backup Exec. I have deleted references to Backup Exec out of the registry. I have updated the Veritas tape driver. Nothing works. However, the native Windows backup works when using the windows driver with the tape drive. Anyone have any ideas?
